This is a hold down attachment that was made for table saws. This was bought at a sale where the owner did not know what it was. The main part with the U clamp attaches to the side of the table saw and then the rods and spring clamps are used as to hold the material against the saw blade as well as down against the table. A similar set up is used on the shapers.
Later: I found a reference to this attachment in the 1934 Delta Catalogue.
