At first glance this looks like a horizontal steam engine. But there is no burner/firebox visible under the tank, and the styling seems too modern for a steam engine (although Robey was making steam engines as late as 1943, according to an ad seen on Grace's Guide). In any event, my inexpert best guess is that this is a gas engine, and the tank is for holding the pressurized natural gas.

EDIT: Member Brian Szafranski emailed to say he would guess that it's a steam engine with a remote boiler (not shown), and the tank on the left is a steam-pressure accumulator. Without more photos or information on the setup here, it's difficult to be certain one way or the other.
