I spoke with Monarch (Harry in Sydney, OH) and he told me the machine was bought by a munitions depot in 1970. Don't know the history from there, until I bought it from a private dealer in Cincinnati. The photo I'm submitting is after a few days of cleaning the machined surfaces. I am planning a clean up and paint job which I will submit later. I have spent several days on the electronics and finally have the machine operational. There is a leak now in the front gearbox seal that I will repair next, then, hopefully I'll be able to use the machine.
