We have not been able to determine who actually made the rotor. The inventor changed employers several times during the 1890s.

RE17,087 Sep. 18, 1928 Sawing device Percy Leon Billingsley Orlando, FL Improvements to patent 1,424,148. The reissue was an early step in an infringement lawsuit. This patent was "held valid and infringed in a consent decree by the Federal Southern District Court of Ohio in the suit by the P. L. Billingsley Co. v. the Mechanical Supplies Co."
This patent number was seen in a 1935 catalog from United States Electrical Tool Co., for their circular saws with "Automatic Telescoping Safety Guard". The saws were available in 6", 7", 8", 9", 10", and 11" sizes.

"Bradford Machine Tool Co., Cincinnati, Ohio... has appointed George D. Behlen head of the electrical tool division. Mr. Behlen was formerly chief engineer and production manager of the U. S. Electrical Tool Co., and has thirty years experience in the design and production of this class of equipment."
From the above, we infer that in 1940 our inventor was working for United States Electrical Tool Co. In the 1960s he was back at that company, which we know because his patents from that time were explicitly assigned.
